Shielding

ExoticWarfare has not found any kind of material that effectively shields out all electromagnetic weapons.  Underground military bases are lined with lead, ceramic bricks, Faraday materials, Mu metals, countermeasure paints, and various other substances. These bases are many miles below ground.  Since this technology was developed for attacking the humans working in these bases, it is doubtful that any thing can shield out all of the electromagnetic weapons that have been developed.  Some of the above substances might somewhat mitigate the physical and mental agony created by these weapons.
